Ruling for shopping during the office hours

Question:

The employees are bounded to their office hours, but some of them deliberately left the office during those hours to shop without any permission of the office head. What is the ruling for such action?

The Lajnah Daimah answered:

An action of an employee (civil employee) leaving his office during the office hours to shop is unlawful, whether or not he got a permission from the office head. The reason is because this act not only violates the government law that forbids the civil servant to hang out during their working hours, but also causes the inappropriate execution of tasks that are the employee’s share, which in turn disadvantage the society members whom he engaged with.

Another reason is because this malevolent act would cause him to work improperly and unprofessionally, whereas there is a hadith narrated by Abu Ya’la and al Askari from ‘Aisha, in which the Prophet stated,

إِنَّ اللَّهَ يُحِبُّ إِذَا عَمِلَ أَحَدُكُمْ عَمَلا أَنْ يُتْقِنَهُ

“”Verily, Allah loves if you do your activities perfectly and professionally.”

Baihaqi and Thabrani also narrated hadith with similar redaction.

This fatwa was signed by Sheikh Abdul Aziz Ibn Abdullah Ibn Baz as the chairman of the Lajnah Daimah, Sheikh Abdul Aziz Ibn Abdullah alu Sheikh as the vice chairman, Shalih Ibn Fauzan al Fauzan and Bakr Ibn Abdullah Abu Zaid as the members.
